New SchevoGears howto

I've written a bare-bones howto for creating a new SchevoGears
project on the Schevo wiki:

Feedback welcome, although I suspect all but the most interested
persons will probably want to wait about a month for the release of
Schevo-aware TurboGears widgets and controllers before they dive very
deep into SchevoGears.
